Fennec tiers describe the level of work, not a permanent vendor model. The gateway can resolve and fail over models behind each tier without changing the user-facing choice.

- Run a representative task and move tiers only when the workload needs a different capability level.
Expected result
The composer shows one understandable Fennec choice, while the managed gateway handles the underlying model and fallback routing.
